Need Driver's License To Obtain Auto Insurance?

I live in New York state. Legally, MUST one have a driver's license to obtain auto insurance? May seem a strange question but I have a valid reason for asking:
Dealer requires I maintain auto insurance on my vehicle. I do not drive, but my friend does. If I give her permission to do an errand for me and something happens, am I covered?
If allowed, in general, what restrictions might an insurance company impose if filing without a driver's license? Thank you very much.
There does not appear to be any statute which would prevent you from getting insurance, if you can find an insurer willing to offer you insurance. You do need to have insurance in order to register your car. You can look through New York statutes here.

If you don't name a licensed driver as an insured, it is unlikely that you will find an insurer willing to grant more than coverage relating to damage to the car while it is parked or stored.

If you don't have insurance, you shouldn't be letting your friend drive the car.
