Not-At Fault Car Accident

I live in Lebanon, PA. I was involved in a car accident on 7-7-2006 where a woman was pulling out of a burger king parking lot and hit my car on the passenger side rear. The vehicle was not her's, it was her boyfriends who is currently serving time in jail for 1 year. The woman who hit my car does not have any insurance and the car is no where to be found and neither is she. Since then she has had her phone disconnected. The total damage done to my vehicle was $1,300.00. My insurance company is making me pay the $500.00 deductable which puts a huge damper on my funds. The police were not called to the scene because no one was hurt. They have advised me to go to small claims court with the two witnesses I have right now. What should I do to recover the money?
Did you give the police her number so they could trace her whereabouts?
No, the police were not called to the scene. Then when I went to the state police station to see if I could file a report they told me they couldn't do anything or investigate becuase it was up to my insurance company to to the work. The police were uncooperative just like they always are. Now I am out $500 dollars.
If your insurance company won't pursue the claim for you (presumably because you didn't collect the other driver's insurance information), as the police said, sue her in small claims court.
